'Governance', 'Education' and the Architecture of the Sustainable Development Goals

On 22 May 2014, the UNU Institute for the Advanced Study of Sustainability (UNU-IAS), in collaboration with the Tokyo Institute of Technology and the POST2015 Project, will co-organize the policy forum: ‘Governance’, ‘Education’ and the Architecture of the Sustainable Development Goals.

This event aims to inform discussions taking place at the Open Working Group on Sustainable Development Goals (SDGs) by identifying key questions relating to the architecture and implementation of the SDGs. Three POST2015 / UNU-IAS / Earth System Governance policy briefs will be presented at the policy forum, followed by an interactive discussion with the audience.

The SDGs will need to go beyond the Millennium Development Goals (MDGs) in adopting a systemic approach, in achieving broad inclusiveness and applicability to all countries, groups and individuals, and in stimulating innovative and long-term thinking. In particular, the architecture of the SDGs — how to address universality while safeguarding different capacities and capabilities of different countries and groups — will be crucial for the implementation of the SDGs. Therefore, the event will focus on the following topics and key questions:

SDG architecture: How can the SDGs be designed in a way which is universal but which takes national circumstances into account? This discussion will focus on what kinds of issues should be goals, targets, and indicators, how universality will be addressed, and what kind of governance system would be necessary to maximize progress on the goals and achieve universality. The policy forum will consider opportunities for integrating global goals with an approach that takes national circumstances into account.

The case of integrated SDGs in education: Education was a key MDG, and it is expected to play a significant role in the SDGs. What would be the shape of an integrated SDG on education? How will education feature in the promotion of other SDGs? Using a case study of education, the panel will consider how integrated goals and targets can play a key role in the SDG process.

“Governance” as a sustainable development goal or target: Governance will be a crucial factor in determining the impact and effectiveness of the SDGs and the post-2015 development agenda. The panel will consider three aspects of governance that need to be considered: good governance (the processes of decision-making), effective governance (the capacity of countries to pursue sustainable development), and equitable governance (distributive outcomes). The panel will discuss the pros and cons of a stand-alone governance goal and of issue-specific goals and targets.
